Key Responsibilities: - Organize, manage, and coordinate the activities of the technical department, distribute tasks among employees, and evaluate their performance; - Analyze client technical requirements, develop project technical concepts, and determine optimal engineering solutions; - Plan the technical part of projects and ensure technical support at all stages of the project; - Review, analyze, and assess the compliance of project documentation, technical drawings, diagrams, and specifications, and participate in the approval process; - Identify the necessary materials, equipment, and technical resources for projects, prepare technical specifications, and provide technical support during the procurement process; - Assess the technical compliance of materials and equipment used in projects and propose alternative technical solutions when necessary; - Provide technical supervision of construction/installation works, ensuring that the work meets quality, technical standards, and project documentation requirements; - Monitor ongoing work at sites, identify technical problems, analyze their causes, and make informed technical decisions; - Evaluate, accept, and confirm the technical compliance of work performed by contractors and subcontractors; - Ensure coordinated work with project managers, procurement, logistics, warehouse, finance, and other departments for smooth project implementation; - Coordinate the activities of the technical team, distribute tasks, monitor performance, provide professional support, and promote development; - Promote adherence to technical safety requirements and applicable construction/engineering standards at sites; - Participate in the technical acceptance and handover process of completed works, prepare relevant documentation, and verify the technical part of Form No. 2; - Identify, assess, and mitigate technical risks, plan and implement preventive measures; - Prepare technical reports, conclusions, and other documentation, and submit them to management; - Monitor changes in construction, engineering, and technical regulations, standards, and legislation, and ensure their practical implementation; - Perform direct supervisor's instructions and additional tasks within the position's responsibilities.
Qualification Requirements and Skills: - Higher education in engineering, construction, or a related technical field; - Experience working as a technical manager, chief engineer, or similar position; - Experience working on construction and/or engineering projects; - Ability to read technical documentation, drawings, and project materials; - Experience in project management, document circulation, and resource planning; - Knowledge of computer programs (MS Office, Excel, project management systems); - Professional-level English language skills; - Teamwork and effective communication skills with various departments; - Time management, problem-solving, and decision-making skills; - High sense of responsibility, attention to detail, and analytical thinking.
