Optional identity verification, and better search visibility

Job seekers can now verify their identity if they want to. It is entirely optional, and it exists so that employers can tell a real applicant from a throwaway account. Documents are handled in house rather than passed to a third party.

We also stopped asking search engines to index listings that came from elsewhere, so what people find in search is our own pages rather than copies.
