Cost Engineer

Company "Black Sea Group" is a leading general contractor in Georgia, implementing infrastructure projects.

Since 2005, the company has successfully completed many large-scale and strategically important infrastructure projects, both in Georgia and in other countries.

The company's business areas include: construction of roads and bridges, airfields, energy facilities, marine facilities, and mixed infrastructure.

We are looking for a Cost Engineer, whose main function will be to prepare and justify unit prices for construction works using the current regulatory base and the resource method.

Location: Tbilisi / various districts

Scope: Infrastructure projects

Employment rate: Full-time

Main functions and responsibilities:

• Prepare and justify unit prices for construction works using the resource method.
• Determine the necessary resources for each job and prepare detailed calculations, including:
• Labor force and labor costs;
• Construction materials;
• Machine mechanisms and equipment;
• Fuel and other relevant resources.
• Determine the normative consumption and productivity indicators of resources necessary for the execution of works based on relevant regulatory documentation.
• Work with СНиП, ГСН, ГОСТ and other relevant construction regulatory documents and use them in the preparation of cost estimates and unit prices.
• Prepare analysis of resource composition and unit price for each relevant position of the BOQ (Bill of Quantities).
• For works for which there is no direct normative price or corresponding norm, search for analogous norms, perform necessary adjustments, and prepare technical and economic justification of the new unit price.
• Search, analyze, and use current market prices of materials, labor costs, and construction equipment costs in calculations.
• Study project drawings, technical specifications, work volumes, and work methodologies to correctly determine unit prices.
• Discuss prepared unit prices and resource calculations with project managers, engineers, and relevant company services.
• Systematize and update the normative base, used prices, and prepared unit price databases.
• Participate in the formation of a unified and practically applicable base of unit prices and resource norms for various company projects.

Education and qualification:

• Bachelor's degree in Construction Engineering, Economics, Cost Estimation, or a related technical field.

• At least 5 years of work experience in construction cost estimation and pricing.

• Practical experience in preparing cost estimates using the resource method and unit prices.

• Experience working with СНиП, ГСН, ГОСТ, and relevant regulatory bases.

• Knowledge of basic principles of technological processes of construction works, resources, and productivity of machine-mechanisms.

• Experience working on infrastructure projects - roads, bridges, airports, energy or other heavy infrastructure.

• Ability to read and analyze project drawings, BOQ, and technical specifications.

• Computer skills:

• Microsoft Office - working level.
• AutoCAD - working level.
• AI tools - working level.

• Languages:

• Georgian language - fluently.
• Russian language - working level.
• English language - working level.

• Personal skills:

• Strong analytical and mathematical thinking.
• High attention to detail and accuracy of calculations.
• Ability to independently search and analyze technical and regulatory documentation.
• Ability to work with large volumes of data and tables.
• Understanding of components of construction work costs.
• Ability to work independently and technically justify received results.
• Effective communication and collaboration with project teams.
